Cost savings are inside the acquirer’s control and can be executed by decision. Revenue growth requires a customer to buy something new from a company that just changed hands, and it usually depends on a small number of people who hold the relationships. Those people are also the ones most likely to leave during integration. Cost targets land on schedule because they need internal execution; revenue targets slip because they need external agreement.
